This topic has been widely discussed over the past couple of weeks. Below are our expert insights, prepared in consultation with the Legal Department of Paraguayan Immigration.
Official Updates
Based on consultation with the Legal Department of the National Directorate for Migration, we confirm that in 2025 only one resolution was issued:
Resolution No. 124/2025
- Repeals Resolution No. 1249/2024, which previously stated that entry and exit from Paraguay would not be considered for permanent residency applications.
- Provides clarity regarding documents required to prove economic solvency (several categories exist; details shared privately for residents).
Key point: This resolution does not state anything about a record of migration movements for changing residence category (Temporary → Permanent).
Temporary → Permanent Residence: What You Need to Know
- Resolution 124/2025 does not introduce new entry/exit requirements.
- Migration officials have not confirmed that records of entry and exit are now necessary.
- Even though Resolution 1249/2024 was repealed, the requirements for transitioning remain essentially the same - for now.
Legal Context
- Law No. 6984/2022 on Migration sets conditions for permanent residence.
- Law clearly states: temporary residents should not be outside Paraguay for more than 365 days.
- Resolution 1249/2024 regulated this, repealed by 124/2025.
- Even without formal submission, the institution has access to border crossing data internally because it is being issued by the same institution - National Derectorate for Migration.
Tip: Knowledge of internal records means officials always could verify compliance even if you don’t submit the document.
General Recommendations
- Enter Paraguay at least once every 12 months as a temporary resident to avoid potential complications.
- Compliance with Law No. 6984/2022 is crucial.
- Resolutions clarify the law, but interpretation can change with reference directly to law No. 6984/2022 being superior.
Tip: Annual entry acts as “insurance” against future changes in interpretation.
