No. This page is legal residency: the temporary residence card and cédula. Tax residency and a RUC registered with the DNIT tax office are later, optional steps. A RUC is a Paraguay tax number. It depends on your departure location. No vaccination is required when traveling from the US or Europe, but if you come from Brazil, Peru, or Bolivia, a Yellow Fever certificate is needed.
